No Fear Management: Rebuilding Trust, Performance and Commitment in the New American Workplace, a book by Harry Chambers and Robert Craft, promotes the idea of "performance-driven leadership" and a movement away from "Third Reich management" techniques that are driven by fear. Faster Company: Building the World's Nuttiest Turn-on-a Dime Home-Grown Billion-Dollar Business is a book by Patrick Kelly, founder and CEO of PSS/World Medical, who says "in a faster company, no one needs to be told what to do;" and "do what is right for the customer." 

The book is a good read about how Kelly, who flunked out of college, created Physician Sales and Service/World Medical Inc. (PSS), and based its success on the wisdom he learned in Vietnam where he was responsible for hundreds of millions of dollars of equipment in the logistics chain that 
supplied the Tet Offensive. "An army in wartime doesn't have a lot of choice about its personnel...it's an organization that shouldn't be able to accomplish anything," he says. 
"And yet, armies accomplish amazing things. Individuals rise to the occasion. They perform at levels they didn't know they were capable of." This philosophy of human potential is the core of PSS, based in Jacksonville, Fla. His company has no policy manuals; truck drivers have "CEO" on their business cards; there are no managers - employees are leaders and can fire their bosses. Most employees have become millionaires. Rising Tide by Jerry Jasinowski, president of the National Association of Manufacturers and other leading business executives, explains how the U.S. can achieve higher growth rates through the "four Ts": trade, technology, taxes and training. Modernizing Government Regulation from the Committee for Economic Development argues that a new non-partisan congressional agency be established to provide economic justification for proposed regulations. The study was directed by Murray Weidenbaum, chair of the Center for the Study of American Business at the Washington University in St. Louis and former chairman of the president's Council of Economic Advisors.   •  Open Markets Matter: The Benefits of Trade and Investment Liberalization finds that "protectionist responses almost always make matters worse and that the price of trying to suppress the changes brought about by a globalizing economy would be to so reduce overall economic growth that the balance of effects would be socially regressive."  Over the past decade, countries with markets open to the world have achieved double the annual average growth of others. (This is a very good study.) $20.00.
  •  Human Capital Investment: An International Comparison finds that one-third to one-half of those between the ages of 25 and 64 in the OECD countries have literacy levels that are below what is adequate for meeting current work requirements. "Such findings reinforce the need to encourage training and learning throughout a lifetime rather than relying solely on initial, formal education to provide needed skills," says the report. The people most in need of training are the ones least likely to receive it, "which makes them even more vulnerable in the labor market," says the OECD's Center for Educational Research and Innovation. "Relying on employers to provide the necessary work-related skills may not be enough; individuals and governments also need to commit resources to learning and training." The report cost $25.00.
